Answer
·  What is the 'Balanced Scorecard'?

It is a measurement and management method intended to enable clarification of vision and strategy, and transition into action. Basically, a method to align organizational performance with organizational strategy

It was developed by Dr Robert Kaplan and Dr David Norton.

·  When was it developed?

It was originally was developed in the early 1990's

·  What specifically does it cover?

It specifies that the organization should be viewed from four different perspectives: Learning & Growth, Business Process. Financial and Customer. From here, metrics are produced, and data/information collected and analyzed with respect to each.

·  So the 'perspectives' allow us to measure perfomance in different ways?

Some of them enable more meaningful measurement of progress towards achieving the overall vision/mission, whilst others enable better measurement of drivers for success. Importantly, both current perfomance, and efforts to improve can be monitored.

Within the approach, each individual perspective includes objectives, measures, initiatives and targets.

Yes. Organizations from across board have employed it. These include banks, telecommunications companies, universities, power companies, government departments, information technology firms, health sector entities....
