Obviously everyone on this board is an advocate of the BSC approach but I'm sure that it must have its detractors. In order to give some balance to a piece I'm doing on its use in the public sector I'd be grateful for any thoughts that you may have.

Based on the date not sure that this post is still valid but for government agencies they typically use something called athe "Logic Model" which is in response to the Government Performance and Results Act (GPRA).
